In accordance with the requirements of GS 160A-71(b) (1), on December 29th, 2006, Mayor David H. Long called a Special Meeting of the

Early voting for the upcoming November 7th, 2006 election begins on October 19, 2006 at North Brunswick High School.
The school is located at 114 Scorpion Drive, Leland, NC.
ATTENTION BELVILLE VOTERS: VOTING LOCATION CHANGE
On May 15th 2006, the Brunswick County Board of Elections voted to relocate the voting place for the Belville precinct.
The voting location is now Belville Elementary School located at 575 River Rd. Belville, NC 28451.
The former voting location was the NCDOT building. Election day is November 7th.

Effective September 2006, the Belville Board of Commissioners will meet on the
(4th) fourth Monday of each month at 7:00 pm at the Belville Town Hall.
FOUR NEW MEMBERS APPOINTED TO PLANNING BOARD
The Board of Commissioners appointed Steve O'Rourke to the Planning Board on 5/22/06 for a three year term that expires May 2009.

TOWN HIRES NEW TAX COLLECTOR

Town Clerk Nancy Avery submitted her resignation effective 6/30/06. Ms. Avery has accepted a position as
town clerk for the town of Kure Beach, NC.
OFFICE ASSISTANT RESIGNED EFFECTIVE 6/23/06
Office Assistant Taleshia Henry resigned effective 6/23/06 to pursue other interests. Ms. Henry had
been working for the town through the Reserves Network Agency.
PLANNING BOARD SCHEDULES AGENDA MEETING
At the July 19, 2006 Planning Board meeting, the Board unanimously voted to schedule an
Agenda Meeting at 5:30 pm prior to each regularly scheduled meeting. Planning Board meetings
are scheduled to begin at 6:00 pm on the third Wednesday of each month.
STEPHANIE BESSMER RESIGNS FROM THE PLANNING BOARD
Stephanie Bessmer submitted her resignation from the Planning Board effective 5/24/06 due to a
conflict with the change in meeting date.
OLD TOWN HALL DEMOLISHED MAY 19th
Belville has lost a little of its history. The former town hall that served the town for many years was demolished on Friday, May 19th at 10 am. The building, located at 175 Main Street, was demolished because it is no
longer a safe working environment. Demolition was handled through Brunswick County at no charge through the ACE Program.
The Belville Board of Commissioners believes this to be a positive move toward the beginning of revitalization in the downtown
area and is proud to take the first step. With Belville's 30th anniversary approaching in March of 2007, and with new growth
coming into the area, the town has a terrific opportunity to re-create itself and the Town Board is excited about the
future possibilities for Belville.
TOWN TO RECEIVE PLANNING ASSISTANCE FROM NC DEPARTMENT OF COMMERCE
Vagn Hansen, planner with the NC Department of Commerce, will be assisting the town with
planning services. The Department of Commerce offers planning assistance to small towns at
a nominal fee such as mileage and meals. Welcome Mr. Hansen!

BELVILLE'S PLANNING BOARD MEMBERSHIP TO BE EXPANDED
The Board of Commissioners voted on 5/8/06 to expand the Planning Board membership from 5 to 7 members. There is currently a
vacancy to be filled also. Applications will be accepted until Friday, June 9th. Applications are available on the website
under "forms" or can be picked up at town hall between the hours of 8 am to 4:30 pm.. Three people will be appointed to the
planning board by the Board of Commissioners at their June 12, 2006 meeting.
BELVILLE ACCEPTING APPLICATIONS FOR POSITION OF TAX COLLECTOR
The Town of Belville is accepting applications through May 30, 2006 for the full time position of Tax Collector.
Pay Grade is 11 with a salary range of $25,174 - $30,598.
Nature of Work:
Performs administrative and supervisory work in the collection of town taxes. Work involves
the legal responsibility for collection of all current and delinquent taxes, business license fees and zoning compliance
permit fees. Duties also include assisting the general public, attorneys, banks, mortgage companies, social service
agencies, and other related organizations in obtaining necessary tax information. Work requires considerable tact and
courtesy in serving the public. Plans, directs, and supervises the activities of tax collection in the receiving and
accounting of all real and personal property taxes.
Experience & Training:Graduation from high school (or GED) (College degree preferred); and one (2) years
experience in a tax office ; or any equivalent combination of acceptable education and experience which provides the following
knowledge, abilities, and skills:
Supervises and participates in the collection of unpaid taxes; serves garnishments and tax levies. Supervises and
participates in the daily collection of taxes at the office counter. Assists clerks in complex or unusual tax problems.
Interprets state and county tax collection laws to individual taxpayers and businesses. Prepares for annual tax lien sale;
records appropriate tax records. Files legal papers with Clerk of Court; conducts or denotes other county official to
conduct execution sale of property. Supervises the preparation of all daily, monthly, and annual reports of monies collected.
Prepares annual budget for Tax Collector's Office. Performs related work as assigned.

COMMISSIONERS JOIN BRUNSWICK COUNTY IN SENDING RESOLUTION TO SENATOR R.C. SOLES, NC
GENERAL ASSEMBLY, REGARDING THE BOAT RAMP IN PARK
The Town Board voted unanimously on 5/8/06 to join the County in sending a resolution to Senator R. C. Soles, our representative in the NC General Assembly,
requesting that the area of the boat ramp constituting only 0.08% of the Brunswick River primary nursery area, be removed from the protected area so that the
County may re-open the boat ramp in the Brunswick River Park thereby allowing the beauty of the river to be appreciated by all.
EXTRATERRITORIAL JURISDICTION (ZONING) REQUEST - COMMISSIONERS AND PLANNING BOARD TO HOLD WORKSHOP
The Commissioners and the Planning Board will hold a joint workshop on the request to the county for zoning jurisdiction on the three
parcels at the site of the Belville Elementary School and three other parcels around the school. Topics will include proposed zoning
for the area and Board of Education requirements. The workshop will be held Wednesday, 5/24/06 beginning at 6pm at Town Hall.
The Planning Board's regular meeting scheduled for 7 pm will begin as soon as the workshop is adjourned.
The County Planning Board voted unanimously at their 4/24/06 meeting to recommend to the County Commissioners that Belville's
ETJ request be granted.
THREE NEW MEMBERS APPOINTED TO PLANNING BOARD
On March 27, 2006, the Board of Commissioners appointed Michael Jefferson, Perry Davis and Michael
Scaturro to the Planning Board. They will all serve three year terms and will take their Oath of Office
at the 4/26/06 meeting.
The Planning Board consists of five members as follows: Stephanie Bessmer, John Thompson, Michael Jefferson,
Perry Davis and Michael Scaturro. Meetings are held the fourth Wednesday of every month beginning at 7 pm at Town Hall.
RESULTS OF 'WINDSHIELD SURVEY' (CENSUS) FOR AREAS ANNEXED 8/17/05
On March 25, 2006, Belville staff conducted a 'windshield survey' of areas annexed
as of 8/17/06. A 'windshield survey' is an estimated census count of population
allowed in the years when an official census is not taken. It consists of driving by a
parcel to determine if there is a house, whether it is occupied or not, whether the parcel
is vacant or whether there is construction. Each occupied house is allowed an
approximate estimate of 2.6 persons. This is what we found:
Using 362 occupied homes multiplied by the allowed 2.6 persons, population for areas annexed in 8/17/05 is 941.
Add that to the existing population of 409 brings Belville's grand total population to 1,350.
TOWN BOARD ACCEPTING APPLICATIONS FOR THREE PLANNING BOARD POSITIONS
The Board of Commissioners is accepting applications until 3/24/06 for members to the Planning Board.
Applications will be reviewed and appointments will be made at the 3/27/06 meeting of the Board of
Commissioners. Planning Board members serve a three year term. Currently there are three positions
to be filled. An application can be found here, picked up at town hall or the clerk can email or fax a form
to you if requested (firstname.lastname@example.org). Applications must be returned to the town clerk by end
of day 3/24/06 for consideration.
BOARD OF COMMISSIONERS VOTED TO PROVIDE ROAD MAINTENANCE AND STREET LIGHTS
The Board of Commissioners voted unanimously on 2/27/06 to approve a Services Policy for the town.
The Services Policy allows for road maintenance on roads within the town limits (excluding privately
owned roads and roads owned/maintained by the DOT). The town has a consultant preparing a road assessment
to be used in prioritizing repair of roads. The Services Policy also provides for street lights within the town limits. Listed is a street light
assessment from Brunswick Electric showing locations for streets lights.
TOWN PURSUING EXTRATERRITORIAL JURISDICTION (ZONING) - PUBLIC HEARING ON 3/27/06
The Board of Commissioners voted to pursue extraterritorial jurisdiction (zoning)
on six parcels of land located around and including the Belville elementary school
property. A public hearing has been set for 3/27/06 at town hall at 7 pm.
CENSUS COUNTY TO BE CONDUCTED MARCH 25
Town staff will be conducting a "windshield survey" of homes within the area
annexed last August 2005. A count of homes will be done while driving through
the area - no one will be knocking on your door! A census update is required
by the state for the town to qualify for additional funding.
NEW COMMISSIONER APPOINTED
Buddie Ennis was appointed by the Board of Commissioners to fill the vacancy
left by David Long when the board appointed him mayor. Welcome Commissioner Ennis!
MAYOR KING RESIGNS - NEW MAYOR APPOINTED ON 1/9/06
Recently elected Mayor Michael King Sr. resigned for personal reasons 1/4/06.
The Board of Commissioners appointed Commissioner David Long to the position
of mayor on 1/9/06.

COMMISSIONER VACANCY TO BE FILLED ON 2/27/06
Four applications have been received for the position of commissioner and no
more applications will be accepted. The Board of Commissioners will make the appointment
at the 2/27/06 meeting.
SPECIAL MEETING/PUBLIC HEARING-PLANNING BOARD ON 2/15/06
The Planning Board will hold a special meeting/public hearing on
Wednesday, Feb. 15, 2006 at 7pm for the purpose of reviewing a new
policy on town services to include street acceptance, dedication,
maintenance and streetlights. The meeting will be at town hall,

BOARD OF COMMISSIONERS SPECIAL MEETING SCHEDULED 1/21/06
A special meeting of the Board of Commissioners is scheduled for Saturday, January 21, 2006
from 10 am to 3 pm at the Belville Town Hall. Purpose of the meeting is a workshop with the
Vision To Action group to develop a comprehensive plan. The public is welcome to attend.
VACANT COMMISSIONER SEAT TO BE FILLED. COME GET INVOLVED!
There is currently a vacant commissioner seat on the Board of Commissioners - term
expires January 2008. The town board will be appointing someone to fill the vacancy in
February and are searching for applicants. Applications are available at town hall and
on the website under "forms", then "other" and will be accepted until January 31, 2006.
Please return forms to the town clerk in person, by mail or email. The vacancy is due to
the fact David Long resigned to be appointed mayor after Michael King resigned.
PUBLIC HEARING - 1/4/06
The Planning Board will hold a public hearing on Wednesday, January 4th at 7 pm at town hall to discuss
a transportation overlay zone.
TOWN TO DEVELOP COMPREHENSIVE PLAN ON 1/7/06
The Vision to Action (VTA) Group will be guiding the town through the development of a comprehensive plan.
The first workshop session will be held Saturday, January 7, 2006 from 10 AM - 3:30 PM at town hall. The public
